Reform of top management in the civil service

The reform modernises senior public service in Wallonia and the Wallonia-Brussels Federation around a clear principle: more responsibility, transparency and efficiency. It provides for a 20% cut in senior management mandates, without redundancies, opens posts to a wider range of profiles, introduces more objective selection procedures and sets up regular results-based evaluation. The aim is to end the dilution of responsibilities, steer the administration better and deliver more efficient public services to citizens.

Civil service: leave to recognise the pain of a pregnancy loss

From 2026, Walloon public service staff and their partners will be entitled to two days of special leave in the event of a pregnancy loss reported to the employer. This measure provides concrete recognition of an often painful ordeal and gives the staff concerned time to cope with it. Foster parents involved in long-term foster placements will also enjoy the same rights to parental and special leave as other parents.

The reform aims to secure the future of local media, whose current funding and operating model is no longer sustainable in the long run. It will stabilise the sector, allow players to join forces and provide financial support for this transition, while guaranteeing full territorial coverage and maintaining pluralistic local news close to citizens.

Reform to rescue local media

The new decree provides that the number of recognised local media outlets will be limited to eight, compared with twelve today. They will have to ensure full coverage of their new territory. As planned from the outset, they will have complete freedom as to the organisational arrangements chosen to meet this obligation (creation of decentralised newsrooms, diversification of distribution channels, possible retention of brands, etc.). To support this transition, the Government will provide financial backing for projects bringing local media together, up to a maximum of 1.2 million euros. The creation of decentralised newsrooms may in particular benefit from this support.

Reform of network access to guarantee access to power capacity

In Wallonia, access to power has become a central issue for economic recovery. Industry, mobility, heating, digital technology: uses are being electrified rapidly and pressure on the grids is rising. It is unacceptable for economic, industrial or energy projects to be delayed for want of sufficient grid access, at the very moment when Wallonia wants to attract investment, create jobs and strengthen its competitiveness. That is the whole point of the reform led by Walloon Energy Minister Cécile Neven, based on three levers: better allocating available capacity, making better use of the existing grid and better anticipating future needs. Grid adaptation plans will now cover ten years instead of the current five, with an update every two years.

Home education: guaranteeing quality learning

Monitoring of home schooling will be strengthened to check, from the moment of registration, that every pupil receives sufficient and appropriate educational support. Families will have to provide a detailed educational project and an annual training plan, with particular attention to pupils with disorders, a disability, school phobia or at risk of dropping out. The aim is clear: to guarantee every child a solid, structured learning framework that supports their success.

“Key” Test: Maths - Reading - Writing

Threshold Decree (60% on external certifying exams)

As your child moves through school, you want to be sure they really master the basics. The reform raises the requirements of certification tests (CEB, CE1D, CESS) with a pass mark set at 60% (and a minimum of 50% in each subject for the CEB). The aim: qualifications that genuinely reflect the skills acquired. Alongside this, support measures are planned to help pupils. The result: stronger foundations, less dropping out and a safer school career.
