This is a major change for Wallonia and the Wallonia-Brussels Federation. With the definitive adoption of the reform led by Jacqueline Galant, senior civil service posts are now fully open to talent from the private sector and civil society. No more insularity: the doors and windows of the administration are opening to the best talent!
The objective is clear: to seek out the best profiles, wherever they may be. An excellent manager should no longer be ruled out because their career was built in a company rather than in the civil service. The reform thus aims to diversify experience, encourage mixed careers, and bring more field-based skills into the service of public action.
It is also a genuine liberal reform of public management: less status-based logic, more competence, merit and results. The Public Management Certificate is scrapped, candidates will go through an external, objective, and elimination-based assessment (no more favouritism), managerial requirements are strengthened, and managers will be evaluated much more regularly.
And the reform does not stop there: in the Wallonia-Brussels Federation, the number of mandated positions drops from 60 to 45, a 25% reduction. Fewer mandates, more responsibility and a clearer, more efficient administration.
With Jacqueline Galant and the MR, the civil service is entering a new era: opening up, modernising, and finally placing competence and results at the heart of how it operates. A true revolution in the service of citizens.
