David Clarinval's reaction following the ONEM monitoring report of 17 September 2026: one third of the unemployed found a job again in April 2026.
“This third monitoring report on ONEM's unemployment figures confirms the success of my reform. For those who left the system in April, one in three found a job, either by anticipating the end of their entitlements or after losing them. So we reach one third of those affected finding a job again, as expected.
The trend we have observed from the start is being confirmed. The number of people moving into employment rises as exclusions increasingly affect people who are less distant from the labour market.
Indeed, between the exclusion waves of January and April, the number of people who lost their entitlement and moved into employment has tripled! For jobseekers who actually reach the end of their entitlement (excluding those who left early), the share finding salaried employment in the month they exit rises from 5.1% in January (460 people, first wave, profiles furthest from the labour market) to 16.6% in April (6,745 people).
One final and new positive finding from this monitoring report: people who have lost their entitlements continue their efforts to find a job. In the months following exclusion, the number moving into employment keeps rising. Of those who reached the end of their entitlement in April, 18.2% had found work again as an employee or self-employed worker by the end of April. By June, that rate has already risen to 23.6%.
This document shows the success of my reform and confirms its purpose. Unemployment insurance is becoming a temporary form of protection that supports people towards a new job, while guaranteeing the sustainability of our social security system. It aims to better value work, strengthen support for jobseekers, encourage fulfilment through activity rather than inactivity, and restore social justice.”
