MR group leader Benoit Piedboeuf is tabling a bill aimed at guaranteeing the stability and competitiveness of the Tax Shelter scheme in Belgium. It will be considered this Thursday in the Chamber's plenary session.
Since its introduction in 2003, the Tax Shelter has played an essential role in supporting the production of audiovisual and stage works in Belgium. This tax incentive has fostered significant development of the Belgian audiovisual industry, stimulating job creation and strengthening our position on the international stage.
However, interpretation disputes between the sectors concerned and the tax authorities threaten to undermine the very foundations of the Tax Shelter. This situation risks not only triggering major litigation with the authorities, but also making the Belgian system less attractive for international co-productions, thereby jeopardising entire parts of our audiovisual industry.
Benoit Piedboeuf, MR group leader in the Chamber, stresses the crucial importance of this bill for the future of the sector: “It is imperative to resolve these interpretation disputes in order to guarantee the stability and competitiveness of the Tax Shelter in Belgium. Our proposal aims to protect the interests of all stakeholders, including those of the tax authorities, while ensuring the legal certainty essential to the proper functioning of the system.”
The bill aims to clarify the relevant legal provisions while preserving the interests of producers, intermediaries and technical service providers in the film industry. By guaranteeing investor confidence in obtaining the tax benefit, this initiative seeks to secure the lasting role of the Tax Shelter in supporting audiovisual creation in Belgium. “This system has greatly contributed to promoting Belgian culture nationally and internationally, while also showcasing our expertise in audiovisual production in the broadest sense; it would be utterly nonsensical to jeopardise its functioning,” concluded group leader Benoit Piedboeuf.
