Supplementary Pension for Self-Employed Workers (PLCI): rate increase and extension to part-time self-employed workers

The Minister has proposed a reform of the PLCI comprising the following elements: an increase in the maximum contribution rate and the opening of the PLCI to part-time self-employed workers who pay contributions and did not yet have access to it. We want to encourage supplementary pensions for the self-employed across the board, so that retired self-employed people have an additional income.

Suspension of contributions from cattle and sheep farmers following the bluetongue epizootic

This is a six-month suspension, from 1 July to 31 December 2025, of the contributions owed to the APAQ-W Promotion Fund by dairy and beef cattle farmers as well as sheep farmers.

Young farmers better supported

Several concrete administrative simplifications benefit young farmers in particular: a change to the deadline for submitting a start-up aid application, giving young people more time to develop their project; an exemption from conditionality checks for holdings of less than 10 hectares; a change to the Standard Gross Output (SGO) threshold so that young people can access investment aid; and the safeguarding of the coupled support budget by ending the transfer mechanism to other schemes. The start-up aid budget has been increased so that every application assessed favourably can indeed receive support.
