At Val Duchesse, our Minister-President MR Boris Dilliès, surrounded by his Ministers, presented the Brussels Government's summer agreement this Thursday evening. This agreement marks a new step in implementing the majority's programme. It strengthens the purchasing power of Brusselers, boosts the Region's economic attractiveness, invests in efficient mobility and public spaces adapted to climate challenges, and concretely improves residents' quality of life.
In just five months, this majority has shown that it prefers decisions to speeches. Brussels now has a Government that makes decisions, moves forward and implements concrete reforms, while durably restoring regional public finances.
The MR promised it, the MR delivers!
In conclusion, Minister-President Boris Dilliès and our Secretary of State Audrey Henry are actively continuing their mission: restoring order to public finances and administrations, strengthening purchasing power and putting economic growth back at the centre!
Under the leadership of our Minister-President MR Boris Dilliès and our Secretary of State Audrey Henry, the Brussels Government has taken back control of Brussels. In just five months, several major commitments have already been delivered: the doubling of the Be Home premium, the launch of the Stations Plan, the simplification of institutions and the removal of concrete blocks from the streets.
Thanks to the MR, the summer agreement now enables a new step forward. It reflects the will of a Government that makes decisions, moves forward and implements concrete reforms to strengthen purchasing power, revive the Brussels economy, invest in the Region's future and durably restore public finances.
1. Among the main decisions adopted are:
Reduction of personal income tax from 2028
From tax year 2028 (2027 income), the personal income tax rate in the Brussels-Capital Region will be reduced by 1%. This reduction will increase the disposable income of Brussels households and strengthen the Region's residential attractiveness, while remaining in line with the Government's budgetary trajectory.
In concrete terms, this reform will represent an annual saving of €147 for a single person with a net income of €2,700 per month, and €152 for a married couple with two children each earning €2,400 net per month.
With this measure, the Government is strengthening the purchasing power of Brusselers and aims to encourage households to stay in Brussels.
This reform follows on from the recently announced doubling of the Be Home premium. From 2027, the tax reduction granted to Brussels owner-occupiers will increase from €164 to €328.
At every level of government, the MR is fighting to lower taxes and strengthen purchasing power!
Acceleration of Brussels' economic redeployment
The Brussels Government is taking a new step in its economic redeployment strategy. Three structural tax measures strengthen the Competitiveness Pact: two temporary exemptions from property tax and the tax on non-residential floor space to accelerate the redevelopment of large underused economic sites (Audi, Solvay, Schaerbeek-Formation, Mediapark, etc.), as well as a tax reduction for Brusselers far from the labour market who find work again.
These tax incentives are strictly conditional on productive investments, the creation of local jobs and compliance with environmental requirements.
Thanks to these measures dear to the MR, we are putting growth at the heart of economic policy!
Canopy Plan: fighting heat islands and improving quality of life
The Brussels-Capital Region Government has approved the launch of the Canopy Plan, an initiative by our MR Secretary of State for Urban Planning and Regional Development, Audrey Henry. Its ambition is to adapt major regional public spaces to climate challenges, while enhancing their urban quality, attractiveness and heritage and landscape value.
To bring this ambition to life, the Urban Lab will develop an overall vision and formulate proposals. Led by the BMA, this platform brings together Urban and Perspective, with support from Brussels Mobility and Brussels Environment in their respective areas of expertise. An action plan will be presented to the Government by the start of the school year.
Two sites have already been identified as priorities: the Poelaert-Royal axis and Schuman roundabout, whose renovation project will be reassessed to increase greening.
STIB's multi-year investment plan
The Brussels Government has also approved STIB's multi-year investment plan, guaranteeing the network's development in the coming years.
The metro fleet will be reinforced with 43 new M7 trains, which will also run on lines 2 and 6. On the tram side, new TNG trains will progressively replace the old PCC trams, while new T4000 trains will boost capacity on the North-South axis. Network development will also continue with the tram 15 project, linking Gare du Nord to Belgica via Tour & Taxis.
Finally, 200 new buses will be put into service, along with infrastructure investments to accelerate the electrification of the fleet.
Reform of the Low Emission Zone (LEZ)
The Brussels Government has reached an agreement on the reform of the LEZ. The text will now be sent to the Council of State for its opinion.
The timeline is maintained and the LEZ's environmental objectives are confirmed, while incorporating greater social fairness and pragmatism.
From 2027, the reform will aim to better reconcile environmental ambition with social realities. An annual pass costing €350, reduced to €200 for beneficiaries of BIM status, will allow driving for up to five years with a vehicle affected by the new restrictions.
The scheme also provides for a full exemption for certain Brusselers benefiting from BIM status, provided they have a professional activity or at least three dependants for tax purposes.
As the MR demanded, exemptions are finally being introduced for certain professionals whose work requires the use of a vehicle.
Call for projects to strengthen free access to sport
The Government will also launch the PROXI 2026 call for projects, with a budget of €1.5 million. This scheme will allow municipalities to create or improve local sports infrastructure that is free to access. Particular attention will be paid to projects promoting the inclusion of people with disabilities, equality between women and men, and the installation of facilities in the neighbourhoods that need them most.
New swimming pools in Anderlecht
After years of waiting, Brussels is about to get a public open-air swimming pool again. An outdoor pool and an indoor pool will be built on the site of the Anderlecht Abattoirs.
A public tender will soon be launched to bring this long-awaited project to life.
Fighting school dropout
The Government has approved a new series of calls for projects to strengthen school engagement and the success of young Brusselers. With a budget of over €10 million, this initiative will continue support for municipalities and grassroots associations, while launching the Aide à la Réussite (AiR) scheme, designed to support struggling young people earlier and prevent school dropout.
The MR has already proven it, education is at the heart of our vision for society!
Special commissioner at Foyer Anderlechtois
This was a priority for the MR: the Government has appointed lawyer Philippe Van Roost as special commissioner at Foyer Anderlechtois for a period of four months to restore order following serious allegations of cronyism.
2. Conclusion
In just five months, this majority has proven that it prefers decisions to speeches. Much remains to be done, but our Minister-President's course is now clear: restore order to public finances and regional bodies, strengthen purchasing power, support economic redeployment, invest in efficient mobility and durably improve the quality of life of Brusselers.
This summer agreement is a new step in delivering on the Government's commitments and confirms its determination to achieve tangible results for Brusselers. Brussels is on the move again.
